TBH, I was thinking of something simpler than defaults and layering. Basically, 
if a restriction is enabled in the yaml it gets applied to all relevant queries 
by any user (excluding superusers), regardless of authz configuration.

That would support restrictions even on clusters providing anonymous access 
(i.e. those configured with AllowAllAuthenticator).
