I still strongly believe that we should not do global RR for LOCAL_* CL reads, 
full stop. This is what users expect. See my old comment in CASSANDRA-6887

Doing that would also simplify ARE#getReadExecutor() greatly

In light of relatively recent CASSANDRA-8058/CASSANDRA-8819, I'd like to maybe
