As I've said previously, I don't disagree having RR cross DCs for LOCAL
consistencies by default is surprising, but that's not the default anymore
since only dc_rrc is set by default.
Now, as to whether LOCAL consistencies should still not cross DCs for global RR
(making them a somewhat special case for global RR), I just don't think there
is an always good answer. I'm sure this ticket is right that there is a case
for it, but I'm also sure there is people that are happy with the way it is
today. And I have seen no data showing that one option would be a lot more
useful than the other. So let just say that I'm not convinced that changing the
existing behavior is worth the risk of surprising/breaking people. But that
said, I don't really feel strongly either way, so if others do, I really won't
object.
