We could encapsulate that behaviour in SharedCloseableImpl instead of here, so
that you can ask for a shared instance that doesn't actually hold a Ref, and on
the absence of a Ref does nothing in close().
However we solve it, we shouldn't let the exceptional paths impact the common
paths.
