If you have a .cqlshrc file, and a ~/.cassandra/cqlshrc file, when you run 
`cqlsh`, it will overwrite the latter with the former.

If the 'new' path exists (~/.cassandra/cqlsh), cqlsh should either WARN or just 
leave the files alone.
