The dtest {{sstablesplit_test.py:TestSStableSplit.split_test}} is failing on
windows on 2.2-head. An sstable approximately 280MB is created, and then we run
sstablesplit.bat on it. By default, we should split into 50MB sstables, giving
us six new sstables. Instead, nothing happens, and we are left with the
original.
