The dtest was timing out (we need more than one sstable to do compaction with
LCS)
dtest fixed here:
https://github.com/krummas/cassandra-dtest/commits/paulo/11344 - also makes
sure that the DTCS/STCS bloom filter sizes make sense
and builds above retriggered
