bq.  2) When you type a mixed-case name without double quote, it is not 
accepted. (e.g. use Test; issues an error, while use "Test"; works fine).

This is expected behavior.  By default, Cassandra identifiers are case 
insensitive.  However, you "create" an identifier with double quotes, it 
becomes case sensitive.  So, if you do {{CREATE KEYSPACE "Foobar"}}, you must 
always use {{"Foobar"}} as the identifier -- anything else won't be accepted.
