If a user has to go out of their way to enable v5 when running against 3.11
(meaning, it's not the default behavior), I'd say we punt on the dtest for 3.11
and just run it on 4.0. (Option 3)
Like [~jay.zhuang], let's see what [~ifesdjeen] thinks.
