this attached patch just adds a new Snitch that queries meta data for a vm
which is called ECS on the Alibaba Cloud Platform. The metadata returns the
region and zone that are in turn used for the datacenter and rack respectively.
If the network for cross region on alibaba cloud is available latter , a
Multi-region Snitch will be support. [~brandon.williams] [~jkni]
[~jay.zhuang], can you help to look at this path ?
