Wanted to commit this since it looked like this is a complete patch, so rebased 
and triggered a CI.

I have two comments:

  * I'm not sure if changing replication factor of system keyspaces is expected 
by anyone who sees this feature. Maybe we should have a discussion about this 
before the change.
  * There's a dtest failure that looks related, please check it out before we 
proceed with committing:

In general, I suggest putting ticket into "ready to commit" state so that 
committers could pick notice it, or ping some committer directly.
