I'd say dev list is the best way! Btw, not saying that the change is bad, since 
most people actually do increase RF of system keyspaces as one of the first 
things they do on their clusters. It's just that such change deserves its own 
ticket and accompanying discussion, even if it ends up being +1 from everyone.
