I am -1 to this.  This attempts to change the EmptyType to be the BytesType.  
Why not change the schema?  As we talked about COMPACT STOAGE was BLOB in 2.1 
but is now VOID, which means this is the wrong type to use; we should change 
the schema to match the 2.1 behavior, not change the semantics of empty.
