[~jmckenzie], personally, I think we can move it to 4.0-beta. My reasoning is
that we might not be able to run preview repair(the participant is still not
aware of the IR being completed already) and have to start it again later but
there is no data loss or something. [~dcapwell] are you ok with this reasoning?
