Explanation of closure of this ticket: CASSANDRA-15583 and it's related tickets
introduce tooling testing. Also CircleCI already runs those under j11 and
CASSANDRA-15944 is to be done soon in 4.0 for extra coverage. This ensures j11
tests for tooling are going to be ran. Hence marking as a duplicate and
assigning for any q's that may raise.
