Sorry for delay.
Updated my PR with:
* removing install instruction from README
* removing .bat/.ps1 ref from build.xml / rpm spec
I think we don't have to touch CHANGES/NEWS.
I left make.bat for doc, it is for development and it does not go into release
artifacts.
