I appreciate all the work you're putting in to cleaning up the build.xml, but
it can cause some headaches downstream, and breaks my local build. In my case,
rat now is very unhappy if you have anything in your working directory that is
not committed to git, never will be, but is also not in .gitignore (which is a
shared resource, so I don't typically add any local directories a retain in my
working directory).
I had a quick go at fixing this by producing a list of files that are checked
into git to provide as an includesfile, but unfortunately the list of
inclusions seems to override the list of exclusions.
