When we change resources to push CI run in CircleCI we use:
`cp .circleci/config.yml.HIGHRES .circleci/config.yml`
This means we needed to update with license headers also config.yml.LOWRES,
config.yml.MIDRES and config.yml.HIGHRES. I added the license headers plus made
rat check also for yml.LOWRES, yml.MIDRES and yml.HIGHRES files to ensure we
don't make the same mistake again.
Apologize for the inconvenience caused, I should have thought about this
earlier...
