EstimatedHistograms used in timers are allocated with 90 buckets, as part of
CASSANDRA-16760. It can represent the highest value of 25 seconds. The setting
is not free from hitting overflow error when calculating the mean value from
the histogram. We can increase the buckets count to 128 to increase the upper
limit to 25,628 seconds, which just covers the range of 165 buckets prior
CASSANDRA-16760.
