Thank you, I also tested locally startup when those parameters are presented in
cassandra.yaml.
Patch committed for 4.0 (empty merge for trunk). I will take care of trunk
separately together with docs, etc as we talked in Slack.
This ticket has the goal to fix the user experience during upgrade for
potential new 4.0 patch release.
