With the flaky decorator removed (and my reading of CASSANDRA-11729 is that it
should only fail 1 in ~100 times) this will fail in ~20 runs or much less on
3.11, 4.0, and trunk, but not on 3.0. I went as far back as 3.11.3 (build
problems) and couldn't find a version that passed with which to bisect any
further, and I'm not sure how long this has been failing, but it may have been
hidden by the decorator for a long time.
Attached is the test extracted to the cql it attempts to loop 10 times, but
this passes as many times as I've looped it through cqlsh.
