There was a request on the Mailing List to keep this one on hold for a bit.

Otherwise, your plan and implementation LGTM on a quick high-level skim. I can 
do a full review when we get a GO from the community if someone doesn't get to 
it before me (soon I will be off until 18th October)

Indeed, the Python DTests are more involved and we can work them out in a 
separate ticket later depending on what the community decides there. I suspect 
the community will be fine with not detecting them, only having the multiplexer 
jobs for fixing flaky tests in time.
