The reason for the {{clean}} before running tests is:

Please note that we run `clean` and therefore rebuild the project, as we can't
run tests on Java 8 in case based on Java 11 builds.

But if I'm right we never run tests with Java 8 based on Java 11, do we? For
sure all branches but 3.0 don't do the {{{}clean{}}}, and in 3.0 we don't even
have Java 11. So I guess we should just remove the {{clean}} in 3.11 and
preserve the {{no-build-test}} flag. wdyt?
