Thanks a million! You are correct, and my understanding is that everything
passed on the 4G VM because it had more networking resources available, so that
mystery is solved. Thanks again!

patch should take care of the mid/high patch files bumping the 311 test
resources correctly.

goes another smoke test. If this passes I'll make another full attempt on
CASSANDRA-18088.
