bq. is this a requirement? so long as the submodule jar in the binary release
is exactly rebuildable by both SHA and the matching source release, then we are
good.
this is a publish artifact thing. If you use the tarballs then we are fine,
nothing to see here. If you pull Cassandra-all from maven central, then you
need accord to be downloaded as well; so something has to publish it.
