Currently there are 3 new files - one template, generated config from it and
.circleci/config_exp_17.yml is equivalent to MIDRES but for 11+17.
Please ignore the upgrade tests, they are not ready to run (not only because of
CCM). I can remove them depending on when CASSANDRA-18285 lands
I didn't run now the config as I already used it for testing in
CASSANDRA-18247. I can run it again when we agree on how it should look like
