As CASSANDRA-18106 is about to be committed, this will need rebase(or actually
pulling the latest changes from the default config 8+11 to this new test config
11+17) and update in the spirit of CASSANDRA-18012.
In the meantime we also agreed on CASSANDRA-17971 the simulator upgrade to
support 17 can happen separately, I will remove also the JDK17 simulator tests
and open separate ticket for Simulator JDK17 support
CASSANDRA-18285 is not worked out so I suggest we remove the upgrade tests here
for now and enable the rest of them.
