Might be nice to still warn on it but update the warning to indicate why 
preparing CREATE/DROP doesn't make sense.

bq. USE <keyspace> with prepared statements is considered to be an anti-pattern 
due to ambiguity in non-qualified table names.

Could become something like:
bq. Prepared statements for CREATE/DROP keyspace or table commands is 
indicative of programmatic keyspace/table creation or deletion and should be 
avoided.

If we wanted to get really crazy we could start considering tying error 
messages to documentation on why certain behavior was a bad idea. :D
