[~bschoeni]  would you mind if mean rate would be {_}per hour{_}? 

If you prefer it per minute, I still want to have a possibility to have it per 
hour without multiplying it by 60 again in my head. We may have a flag for it. 
If mean rate per hour is OK for you we can do it like that and drop the flag.

Cassandra is a process which is meant to be run non-stop and if an operator 
wants to see how are compactions going, I doubt the metric "per minute" for 
mean rate is useful. I think that extrapolating that number to represent mean 
number of compactions per hour is more telling.
