I would expect the flush_compression to always take precedence when flushing.
`nodetool snapshot` shouldn't change anything, flushing is flushing…
At flush time the sstable_compression setting should not be used, the table
created already has a compressor assigned. When flushing it is used if
`flush_compression=table` or `flush_compression=fast AND table compressor is
fast`. If `flush_compression=none` then no compression is used. If
`flush_compression=fast` and the table's compressor is not fast then lz4 is
used.
