While BountyCastle is the way to go for JDK17, we don't explicitly need it for
JDK11.

Do we want to use BountyCastle only when JDK17 is detected? Also, adding a new
dependency requires an ML thread pointing to the ticket where it is needed. Do
you mind triggering the discussion, please?
