With the completion of CASSANDRA-18670 (our last significant correctness
issue), we've decided to wrap up phase 1 and merge to trunk, moving the couple
unfinished items to Phase 2. However, CASSANDRA-18673 and CASSANDRA-18275 are
still planned to be completed before any 5.0 freeze.
