On second thought .... we left in 5.0 people not to be able to run Cassandra on
versions between 11 and 17 at all. I am not sure it makes sense to allow it now
for 5.1...
It will probably be better and easier to get a flag only for post-J17 versions
and keep not allowing the LTS versions between 11 and 17 at all. I am curious
what a second reviewer would say. Not sure whether it is worth it an ML thread
