Aha! so the command line option works yet differently than all the other ones.
The wording on the docs didn't hint me on that. That is great then. I fired a
dtests run to make sure nothing popped up and everything seems
[fine|https://app.circleci.com/pipelines/github/bereng/cassandra/1173/workflows/bd4ec9f1-79e8-47da-9417-6528c97c385a/jobs/38936].
Bear in mind in jenkins machines have been removed from the pool, pipeline code
changed, etc And you'll notice the failing tests can be slightly different from
run to run. I don't think we have any thread we can pull here. I say we merge
this, which should now observe the correct timeouts we were ignoring, and take
it from there. Wdyt?
