Josh McKenzie commented on CASSANDRA-19556:

For the record, I'm one voice among {_}many{_}. That said, lazy consensus is a
thing. Looks like [~mck] would prefer it in 5.0.1 vs. this late in the release
cycle. Personally I hold a pretty strong opinion we shouldn't deprecate
features or guardrails in point releases and those kinds of changes need to
happen in a major.
So as I said before and indicated on the ML, I'm ambivalent. I think we'd be
fine with individual guardrails for each group of DDL in our next major, and we
could even create a superset guardrail (as we have on the ticket here) that
effectively overrides all of them to keep backwards compatibility.
> Add guardrail to block DDL/DCL queries and replace alter_table_enabled

> Sometimes we want to block DDL/DCL queries to stop new schemas being created
> or roles created. (e.g. when doing live-upgrade)
> For DDL guardrail current implementation won't block the query if it's no-op
> (e.g. CREATE TABLE...IF NOT EXISTS, but table already exists, etc. The
> guardrail check is added in apply() right after all the existence check)
> I don't have preference on either block every DDL query or check whether if
> it's no-op here. Just we have some users always run CREATE..IF NOT EXISTS..
> at startup, which is no-op but will be blocked by this guardrail and failed
> to start.
