I am formally stopping the progress on this as I do not look into it any
further as we need to tackle the "general case".
On the other hand, I would definitely appreciate if this work is just
integrated to whatever will be proposed / implemented for general transactional
configuration. Basically all which needs to be done is to read
default_keyspace_rf from it plus add more tests and probably remove some
functionality which I do not consider to be necessary (in terms of cep 24)
