For the second reviewer, note that the attached CI results do include a failure
in
{{secondary_indexes_test.py::TestSecondaryIndexes::test_failing_manual_rebuild_index}},
but that's been addressed by making sure the legacy 2i is queryable on
{{Status.FULL_REBUILD_STARTED}}. (Only SAI becomes non-queryable on full
rebuild.)
