When the {{nodetool reloadseeds}} command was invoked and finished with exit 
status zero, it is expected that the seeds have been reloaded. There might be 
exceptional conditions preventing that, but in that case the command must not 
exit with status zero and a proper message should be issued.

The current behavior deviates from this expectation.
