Yes, it is excluded. If you look closely, if seed list is set to be the local 
node, "seeds" list in Gossiper will be empty as well. We are preserving this 
logic.

What did not work was that if you set the seed to be some other node from the 
local one, then if you set that seed to that node itself again, it will not 
change it - the underlying list will still contain the remote node. We fixed 
this very issue.
