As part of https://issues.apache.org/jira/browse/CASSANDRA-18508 we enabled
configuring SSL configuration for JMX via the `encryption_options` in the
cassandra.yaml. However, that still didn't allow for hot reloading of the
SSLContext given that the JMX SSL initialization is quite static in nature.
This ticket is to implement hot reloading of the SSLContext for JMX SSL to
further enhance the system.
