As implemented in https://issues.apache.org/jira/browse/CASSANDRA-17679
If we reset the bootstrap progress, we will clear the data in available ranges
system table, the part that was not implemented is that "// TODO: Also remove
the files on disk. See discussion in CASSANDRA-17679"
