There's quite a bit of really good documentation on configuration sprinkled
around code for AutoRepair, but documentation in cassandra.yaml and we should
probably move some of this to cassandra.yaml and doc pages.
This ticket covers updating cassandra.yaml for {{auto_repair}} and also
introducing documentation to {{docs/}} for AutoRepari
