This epic covers the effort required to decouple the java driver dependency
from server code.

Summary:
Cassandra currently uses java driver 3.x in server, tools and test code. We
would like to pursue migrating to using the 4.x driver for tools and test code.
To do so, we would like to first remove the driver as a core dependency of
server code, of which there is currently very little dependent code.
We would then like to migrate existing tooling such as fqltool and
sstableloader to use the 4.x driver.
Finally we would like to pursue enabling use of the 4.x driver in test code,
which may require migrating all test code to the 4.x driver, or simply allowing
the dependencies to coexist.
