bq. Get pre-ci.cassandra.apache.org working. Because of apache.org's HSTS it
needs https:// . So needs a cert setup.
pre-ci.cassandra.apache.org is now working with a self-signed cert (INFRA-27118)
investigating the possibility of getting a signed cert in INFRA-27129
