Counters in witness keyspaces need to be handled appropriately. [~aleksey]
For IR based witnesses I think we didn't implement counter table support.
One solution would be to just silently have counter tables not actually be
replicated as witnesses and be all full replicas, but that might be infeasible
because of assumptions made all over that witnesses are actually witnesses.
Alternatively we could implement support for counters, but that requires having
a design and migration strategy (which I currently don't have).
