Please note that it is possible to filter bogus `system.peers` entries as
long as you have access to up/down status of nodes.
For a bogus entry left behind after replacing a node, for each of its
tokens, there will be some other node that owns the token and is up.
If all distinct known tokens are accounted for by hosts that are up and
agree, `awaitSchemaAgreement` should return nil.
