The {{{}OperationalJobManager{}}}, {{{}OperationalJobTracker{}}}, and
{{OperationalJob}} classes will need to be updated to support returning
operational jobs by type. The amount of operational job history that is stored
should also be configurable in {{{}sidecar.yaml{}}}.
