As mentioned in the [CEP-53 test
plan|https://cwiki.apache.org/confluence/display/CASSANDRA/CEP-53%3A+Cassandra+Rolling+Restarts+via+Sidecar#CEP53:CassandraRollingRestartsviaSidecar-TestPlan],
Cassandra can be used as a pluggable storage provider for persisting the state
of cluster-wide operations. This would create new [system
tables|https://cwiki.apache.org/confluence/display/CASSANDRA/CEP-53%3A+Cassandra+Rolling+Restarts+via+Sidecar#CEP53:CassandraRollingRestartsviaSidecar-CassandraSidecarSystemTables]
that will be used for both job coordination and storage.
We should perform stress testing using
[cassandra-stress|https://cassandra.apache.org/doc/4.0/cassandra/tools/cassandra_stress.html]
on a cluster while performing a rolling restart to prove that additional load
from the system tables have no effect on the performance of Cassandra.
