Add a new replication strategy that is compatible with NetworkTopologyStrategy
replica selection. Define a DDL interface that makes the satellite DC
configuration possible (specifying full DCs and their replication factor,
mapping them to satellites). The schema changes for this should also validate
preconditions for existing keyspaces (requires a tracked keyspace with
identical full DC config with no pending migrations).
This is just adding a replication strategy that will enable development of the
failover and query coordination changes, however those changes will be handled
in subsequent tickets.
