The ListCdcDirHandler was incorrectly reporting the segment size for CDC
(Change Data Capture) commit log segments. For incomplete segments (still being
written), the handler was using the file size from disk (fileAttributes.size())
instead of the actual amount of data written to the segment.
For incomplete segments, actual written size from the index file should be used
For completed segments, use the file size (which may be less than allocated
size)
